Due to the U.S. Government Shut-down, many .gov web sites are not functioning as normal. Oxford University Press has opened access (for two weeks) to the Social Explorer database, which provides elaborated U.S. Census data from 1790 to 2010.  EBSCO has temporarily opened access to the U.S. government’s ERIC information system.  The Congressional Research Service has issued a background paper on the shutdown.
